Underground union balance
Banned unions can organize through quiet cell work or louder mass drives. Both spend action points without spending the frozen treasury, and organizers see a broad dark, suspected or exposed risk state. Repealing a ban converts underground strength into legal strength at half value. A fresh ban clears the old underground trail.
Supporter accounts
Patreon membership matching uses linked provider account IDs. Unlinked supporters are reported for review while retaining their existing grants.
